Medicaid requires an annual cost analysis of all Medicaid services
provided by Local Health Departments (LHD) and Developmental Evaluation Centers (DECs).
The Office of Medicaid Reimbursement (OMR) was created in 1994 to meet this requirement.
In addition to justifying any rate increases, the cost information calculated by OMR is
used for an annual cost settlement. The settlement process calculates the difference
between what the LHDs were paid and their cost of providing Medicaid services. The
resulting difference is paid to the LHDs in a lump sum payment.
