The purpose of the North Carolina Oral Health Summit was to provide a forum to address oral health access to care issues identified in the Report to the North Carolina General Assembly and to the Secretary of the North Carolina Department of Health and Human Services by the North Carolina Institute of Medicine (IOM) Task Force on Dental Care Access published in April, 1999.

The Goals of the NC Oral Health Summit were:

1) Report on the accomplishments or progress that has occurred on each of the recommendations made in the Report to the North Carolina General Assembly and to the Secretary of the North Carolina Department of Health and Human Services,North Carolina Institute of Medicine Task Force on Dental Care Access, published in April, 1999.

2) Develop action plans for the recommendations from the Institute of Medicine report that have not yet been implemented.

3) Prioritize action plans requiring legislation or appropriations and develop a two-year strategy to secure necessary funding.

4) Identify and establish an active collaborative from a diverse group of key stakeholders and organizations.

 

 


 


Background:

In the Summer of 1998, the NC Department of Health and Human Services requested the assistance of the NC Institute of Medicine (IOM) in evaluating and recommending strategies to address the problem of access to primary dental care services for low-income populations in our state. Among the issues of focal concern was the low level of participation by private dentists in the NC Medicaid program. After eight months of research, the NC IOM presented its final report to NC DHHS.

NC Oral Health Summit Work Group Topics:

In order to focus resources on major access to care topic areas, summit participants were assigned to one of five breakout work groups.

Work group topics for the NC Oral Health Summit were based on recommendation sections from the Report to the North Carolina General Assembly and to the Secretary of the North Carolina Department of Health and Human Services, North Carolina Institute of Medicine Task Force on Dental Care Access published in April,1999.

Work groups developed action plans in response to specifically identified topic areas.

Prior to the 2005 Oral Health Summit, background papers were provided by the resource person for each of the topic areas, and participants were urged to review these before attending.

Increasing the overall supply of dentists and dental hygienists in the state with a particular focus on efforts to recruit dental professionals to practice in underserved areas and to treat underserved populations.
